New Method For Dealing Effectively With Obsessive Compulsive Disorder.

OCD is the name given to the condition that causes conscious or sub-conscious thought processes to control your actions compulsively. These actions are said to be obsessive because they usually involve a normal action that is repeated over and over again forming what is described as a ritual.

How and Why has all of this developed?

We are experiencing much higher levels of stress from sources that simply were not there 100 years ago.

Anxiety levels become heightened when situations arise which increase the base level of anxiety, tipping it from appropriate to inappropriate reaction, creating an anxiety disorder. Panic Attacks

Panic attack – a sudden or intense fear, anxiety or sense of impending doom, which reaches a peak very quickly. (Usually within a few minutes of it starting). It may be accompanied by pronounced physical symptoms, including a racing pulse, overbreathing, dizziness. An attack generally peaks within 10 minutes, but some symptoms may last much longer. There are known to be three types of panic attack, these are:

Spontaneous panic:

Associated to panic disorder, these attacks come without warning at any time regardless of location or situation. This sort of attack does not need an external catalyst to start it. Spontaneous panic often happens during sleep, waking the sufferer in its throws and causing the person to think they are having a heart attack or something similar.

A Panic attack builds subconsciously as a response to an unusual thought or sensation. In other words, when unusual sensations or disturbing thoughts, which are common in anxiety disorders, suddenly rear their heads, the sufferer?s immediate reaction is to panic.

This reaction starts a downward spiral of anxiety symptoms, the more symptoms there are, the more the person panics and the more they panic the more the symptoms occur; a viscious cycle is created from which it is very difficult to escape . Red Puentes participa en el Encuentro Iberoamericano de Consumidores

Desde el 12 hasta el 15 de abril, la Confederación de Consumidores y Usuarios (CECU Madrid) organizó el Encuentro Iberoamericano de Consumidores 2005, con la participación de organizaciones ciudadanas de muchos países latinoamericanos y de España. Estuvieron presentes varios representantes de Red Puentes, entre los cuales José Vargas (Consumers International), Patricio Ortega (Organización de Consumidores y Usuarios de Chile – ODECU), Marcos Diegues (Instituto Brasileño de Defensa al Consumidor – IDEC) y Bart Slob (Centro de Investigaciones sobre Empresas Multinacionales – SOMO).

En el último día del encuentro, en el histórico municipio de Aranjuez, se realizó una mesa de ponencias sobre el tema de la Responsabilidad Social Empresarial (RSE). La mesa de fue moderada por Carlos Martínez (CECU Madrid). Después de las ponencias de Orencio Vázquez (Observatorio de la RSC), Bart Slob (SOMO) y Marcos Diegues (IDEC), hubo tiempo para preguntas y debate. Algunos temas se destacaron en el debate, como por ejemplo: la falta de acceso a productos y servicios vivida por los consumidores de baja capacidad de compra, el suministro escaso de informaciones sobre productos, la (in)eficacia de boicots a empresas y la necesidad de evaluar a empresas en vez de evaluar solamente productos.

Marcos Diegues de IDEC terminó la mesa de ponencias con una frase emblemática para el tema de la RSE en relación a los consumidores: ?Hoy la empresa tiene que tener permiso para ganar dinero?. La sociedad y los gobiernos pueden otorgarle este permiso, pero también pueden quitárselo si la empresa no cumple con los requisitos básicos de la RSE descritos en las legislaciones nacionales y en las normas internacionales referentes a la RSE, como por ejemplo las Directrices de la OCDE para Empresas Multinacionales.

PREGUNTA: Oiga, ¿no es decepcionante para gente que está interesada en entrar al Servicio Exterior Mexicano que haya mil exámenes y sólo 25 lugares y que de pronto se dé espacios en el Servicio Exterior a gente poco capacitada?

RESPUESTA: Es decepcionante que nada más allá 25, pero lo decepcionante es que no tengamos más recursos la Cancillería, ese es el problema, no se han creado plazas nuevas, no se han autorizado plazas nuevas y es lo único que se puede hacer.

Le puedo comentar que hace veintitantos años cuando yo presenté el examen eran 800 personas que nos presentamos y fueron 25 plazas, es una situación lamentable pero que ése es el Servicio Exterior Mexicano, no tenemos suficientes recursos, no se pueden abrir más plazas. Si pudiéramos, tendríamos más plazas.

PREGUNTA: ¿Cada año es más o menos un promedio de 25 plazas?

RESPUESTA: Normales se abren 25 plazas cada año, no hemos abierto hace dos años porque no teníamos los recursos para abrirlas, o sea, son plazas que existen para el Servicio Exterior Mexicano, no se pueden crear nuevas.

PREGUNTA: ¿O sea que es básicamente renovación de personal, por decirlo así?

RESPUESTA: Sí, o sea, cuando ascienden a este número de personas que entran como agregados diplomáticos, siendo tercer secretario, se puede presentar un examen. O sea, no hay manera, no tenemos la autorización de Hacienda para crear nuevas plazas dentro del Servicio Exterior Mexicano, eso sí es lo que es preocupante.

Como señalaba yo en mi discurso, cada vez tenemos muchas más necesidades, cada vez tenemos más consulados, tenemos más gente en el exterior, hay más países y sin embargo, tenemos el mismo Servicio Exterior que teníamos hace muchos años.

PREGUNTA: ¿Y la Cancillería no está trabajando en alguna reforma, en alguna petición al Congreso de la Unión para que se puedan abrir más plazas?

RESPUESTA: Sí, se está haciendo un estudio para demostrar cómo es proporcional, cómo otros países tienen mucho más personal en su Servicio Exterior, y se está trabajando en ello. Sobre todo, se tiene que trabajar con el Congreso y concientizar a aquellos que toman la decisión sobre el presupuesto sobre la necesidad de contar con mayor personal.

PREGUNTA: ¿Apenas están haciendo el estudio o ya lo presentaron en la Cámara?

RESPUESTA: Ya tenemos el estudio, lo que pasa es que antes de que se presente el presupuesto para el próximo año vamos a conversar con las autoridades correspondientes.

PREGUNTA: (Inaudible)

RESPUESTA: Yo no podría decir el número de plazas, pero sí cada año se está jubilando personal, necesitamos contratar nuevas personas y yo creo que por lo menos, por lo menos estaríamos, del Servicio Exterior de la rama diplomática consular, por lo menos unas 150 plazas más, y de la rama técnico administrativa otro tanto.

PREGUNTA: ¿Cómo le hacen?

RESPUESTA: Pues trabajamos al triple de lo que tenemos que trabajar todos nosotros y la gente trabaja en los consulados de 7 de la mañana a 12 de la noche visitando cárceles, yendo a morgues, etcétera. O sea, sí se tiene, tenemos que trabajar a un ritmo de horario mucho mayor que en otras ocasiones y sobre todo a veces no se puede cubrir todo lo que se tiene que cubrir.

PREGUNTA: ¿Hay deficiencias entonces?

RESPUESTA: No, no son deficiencias, se hace todo lo que se puede con los recursos que se tienen, como me imagino que en todo México.

PREGUNTA: ¿Y provoca rezagos?

RESPUESTA: En algunos casos sí, pero se trabaja, el Servicio Exterior está comprometido y hace lo más posible. Hay rezagos sobre todo cuando tenemos que abrir nuevos consulados y no tenemos el personal suficiente para cubrirlo.

PREGUNTA: ¿Estas 150 plazas que usted comenta serían de primera instancia o cada año se requeriría??

RESPUESTA: Estoy pensando en fuerte, no tengo ahorita las cifras en la cabeza de cuántas se requerirían, pero yo creo que se requerirían en una primera instancia y con eso podríamos mantener por un buen rato un nivel de Servicio Exterior Mexicano que se requiere en el siglo 21.

PREGUNTA: Embajadora, yo quisiera preguntarle. Hace unos días aparecieron unas denuncias con respecto a la Embajada de Holanda muy particularmente de su titular, se le acusa no solamente de déspota, sino de haber pues prácticamente corrido a más de un 50 por ciento del personal.

¿Ustedes la van a llamar, están investigando esta situación? También se habla de dispendio, de que ha gastado más incluso que Carlos Flores, quien estaba al frente de la OCDE.

RESPUESTA: No es así, o sea, los cambios en la Embajada han sido cambios rutinarios de cambio del personal del Servicio Exterior Mexicano, y en el caso de otras personas que ya tenían más de 65 años, tenían que haberse jubilado y ya tuvieron que salir conforme a la ley local. No hay ningún retiro irregular del personal.

Con respecto a los cambios de Embajada, era necesario cambiarse a un local que fuera adecuado a las necesidades de ese momento de la Embajada que ha crecido, sus requerimientos han crecido, tiene mayor trabajo que en el pasado, y se hizo un cambio de local como sucede en otras ocasiones conforme a las disposiciones, conforme a las licitaciones necesarias, no hay ninguna irregularidad.

PREGUNTA: ¿Sobre las denuncias de la que Embajadora es muy déspota y trata mal al personal?

RESPUESTA: Yo creo que eso tendría que confirmarlo con el personal. Yo los tratos que he tenido con ella siempre es una profesional, es un miembro del Servicio Exterior Mexicano distinguido, que siempre se ha distinguido por su compromiso y por su actividad en pro de México.

PREGUNTA: Embajadora, Agustín Gutiérrez Canet se reintegra al Servicio Exterior Mexicano, ¿ya tiene asignada alguna plaza, algún lugar?

RESPUESTA: No, yo no me ocupo de ese tipo de cuestiones, sé que va regresar, pero tiene que ser un asunto que pase por la Comisión de Personal.

PREGUNTA: Finalmente, el Senado en Estados Unidos aprobó el que se puedan construir bardas en la frontera con México, ¿cómo ve la Cancillería esto, se hará algo al respecto?

RESPUESTA: Yo le pediría que por favor para ese tipo de preguntas seguramente lo está haciendo el licenciado Gerónimo Gutiérrez que es el encargado de ese tema.

PREGUNTA: ¿Pero hay alguna instrucción al personal del Servicio Exterior que apoye de alguna manera a los migrantes?

RESPUESTA: Ustedes saben que hay una instrucción permanente de apoyo a los migrantes. No es el área de mi competencia, por lo cual le pido que se dirijan a él para contestar esa pregunta.
